Nice, what did you use? I tried to do something similar but I failed. How did you get the horns on its neck to glow like that at the end?

I used SAI and Photoshop later for color corrections etc. But for painting I use SAI. Good color blending! Better than Photoshop, seriously, but for editing drawn picture it sucks.
And the horns... I used an airbrush on a higher layer, set to "screen" or "lighten" I don't remember now, something with light - try all the layer options to know which one is the best, and not on 100% but something like 60-70%. And the glow layer was set as a clipping group, over the layer with the dragon alone. Oh and I used the rubber also a bit, set the pressure to opacity and very very lightly I erased a little bit of edges so they look soft.
